Drop your tierlists. I personally think, that while the execution isn't perfect, Vivillon is one of the best designed pokemon there is. Introduced in gen 6 and with a base form that's easy to get early, it's the perfect opportunity to highlight the wonder trade feature. While the gts existed before, having access to it anytime with the pss made interacting with people all over the world much more common, and getting the different forms of Vivillon encouraged that connection. The pokemon itself is basically a slightly better butterfree, so it's barely just pushed out from S tier.
