Someone back in Gen 5 was trying to argue that Electivire was better than Zekrom because it had a better ability, better base speed even if you don’t get the ability boost, and dramatically better type coverage. He even wondered why Electivire wasn’t OU this time around while Zekrom was banned to Ubers.

uh yeah, if you start stronger, 1.5× can be more than a weaker 2×, especially since Zekrom has a base 100 Electric attack it can spam, while Electivire has to use the Recoil Wild Charge to achieve a similar Electric attack, or use Earthquake for a 100 base power move that isn't hilariously inaccurate. Zekrom also has higher bulk and more resistances, especially in BWOU where Fairy isn't yet a thing.

Most of the time, Pokemon stuck in a tier they suck in were already banned from the tier below and put in BL (which isn't playable), so the only option they had was to be used in the tier above anyway but just got so much usage they "became" that tier. Electivire is one of very rare instances of a Pokemon being trapped solely due to usage, but i think it also happed with Jolteon

Happens all the time, actually. Electivire just so happens to be the poster child of it because this many bad players rallying behind a bad Pokémon to stay in OU. RU tends to be the most frequent victim of bad players keeping a bad Pokémon in a tier it shouldn't be, because it often was the least played tier with a ladder.
There are 2 categories of Pokémon that usually ended up in this "Shit in RU but will never drop through usage". Popular Pokémon like Jolteon, Vaporeon, Typhlosion, and others i'm forgetting, or really overhyped set of traits on paper that doesnt pan out. Someone already mentioned Ambipom and his Technician boosted Fake Out, which in old RUs' bulky offense & balance dominant metas, did nothing but give free turn to shit like Cobalion or Rhyperior among others.
Then there's the Rapid Spinners, man bad players love bad spinners. Claydol, Donphan, Hitmontop, Hitmonlee, Forretress, and possibly others i'm forgetting all lingered in RU while being terrible at some point in Gen 5 through 7.
Claydol's possibly the biggest noob bait of them all. It takes 6% from all hazards, its got Rocks on top of spin, and neat coverage like Ice Beam! Surely it cant suck? Then you take 1 minute to assess the tier you're in, you've got Jellicent, Spiritomb, Cofagrigus, Froslass, maybe Gourgeist. How many of these spinblock you? Yep, all of them. You also have 70 in offenses so good luck hurting anything, and 60/105/120 with 6 weaknesses & no recovery means playing defense is very limited too.

there are a bunch of "OU by technicality" pokemon in gen 4-5 (meaning they were OU by usage when the generation ended, but no one uses them anymore)

from a tiering perspective, "OU by technicality" has the same effect as UUBL
