Mega gardevoir could have turned the dress into angel wings that unfold into a dress around the waist but that would have made mega gardevoir an actual design idea with dept and mega forms are not allowed to do that

Pokemon are closer to kami than animals. They can wear clothes, itโ€™s not automatically a part of their anatomy.

This SHOULD be the correct answer, but GameFreak thinks pokemon are mere animals who never wear clothes and it's always just skin.

They're more like fins. Some of the animations show them moving like the gardevoir has control over them.
