I'd take over-explaining over not including plot relevant information like with Chairman Rose in SS. And even then I'd take that over Lysandre, where the only explanation for his actions is he's completely disconnected from reality unless you add context that doesn't actually exist like the manga does. Like holy shit the writing on Lysandre is so bad it makes Ghetsis look like, I dunno, pick a reasonable JRPG villain (I'll pick Xenoblade 2's Amalthus, he's like the third best villain in the game),
