I always blame TPCi. The leaks, at least to me, showed that GF was always trying to be interesting and creative, but somewhere along the process the corporation hammers them back in line.
But like the whole situation is worse than you think. It’s not that TPCi is afraid of acknowledging their mistakes, they’re afraid of acknowledging… anything. Decades before there was global awareness of individual pokemon designers, or that pokemon in the same line were designed by different people. On top of that, esoteric designs or lore elements that get at least half-implemented into the games get no explanation for the players because the parts that would give context or explanation were cut completely even though the ideas were still obviously used on to design content that didn’t get cut. TPCi just deeply resents letting anyone see behind the curtain at all.
It feels like the most stereotypical Japanese corporate hierarchy thing in the world.
