When people call for these typings they're not thinking about game effectiveness. They just think the idea of it is "cool" or that it'd be thematically fitting. Everyone knows Flygon would be made much weaker if it became bug/dragon but people ask for it anyway because of how it looks (and because that combo didn't exist).

Hmmm maybe this might be a direct result of all silvally forms being mutually exclusive with each other due to species clause (present in both omgon singles and vgc btw) so if you use one of them you'd be deprived of the abilty to use another
With usage of the mon as a whole being rather low due to Silvally being a rather poor pokemon on its own with none of its stats being particularly great while also having an effectively empty ability and the inability to hold an item
