People play pokemon for the collectible monsters. It's the defining iconic feature of the series. The most centered aspect of every main series pokemon game are the battles involving the pokemon, and the pokedex. This is what 99% of players spend the vast majority of their time focusing on. Therefore these pokemon being the heart and soul of the series are what people attribute to defining a game being "2D" or "3D". The 2D era was when the pokemon in the battles were drawn using 2D sprites. The 3D era was when the pokemon in the battles took a decline from sprites and became rendered as 3D models. Nobody ever cared about a cutscene or a tree or building in the overworld. So yes, Gen 1-5 are the 2D era, and gen 6+ are the 3D era (pbuh).

Gen 1 is 3D Pokemon due to Pokemon Stadium being the natural final destination of all Gen 1 games, serving as their effective postgame and ideal place for PVP. Same with Gen 2 and Stadium 2. Gen 3 is the only 2D Pokemon generation because Colosseum/GoD don't serve that same purpose.
