It's an American localization with a strong domestication policy (yeah, it's weakened in newer gens which allow more Japanese culture references, but "Fufufu" is a thing since Red/Blue), it's based off what Americans say.

It's a transliteration of Japanese. Just one of those translation quirks that slips by localization for whatever reason. And it's not just in Pokemon btw, it's a common transliteration in manga etc. The reason it gets translated like that is because F is a softer sound in Japanese that sounds kind of like H, so really this would sound more like "huhuhu". As to why it doesn't get localized to something more appropriate, who knows. It could be that they just translate onomatopoeia directly and don't bother to change it because it doesn't affect meaning as much as real words and phrases do.

Up until like 4-6, I can't really remember when the full cut-off is but it's a lot more pronounced in 1-3, the games surprisingly had a lot of direct translating and Engrishy lines
