>>57906483 It's a transliteration of Japanese. Just one of those translation quirks that slips by localization for whatever reason. And it's not just in Pokemon btw, it's a common transliteration in manga etc. The reason it gets translated like that is because F is a softer sound in Japanese that sounds kind of like H, so really this would sound more like "huhuhu". As to why it doesn't get localized to something more appropriate, who knows. It could be that they just translate onomatopoeia directly and don't bother to change it because it doesn't affect meaning as much as real words and phrases do.

>>57906560 A more detailed explanation piggybacking off of this, the Kana for ใ is a sound that equates to both "Hoo" and "Fu" similar to how Japanese L/R is treated. So the braindead localizer for the earlier games translated a "Hoohoohoo" laugh as "Fufufu"
A more accurate transliteration of the laugh unironically would be closer to Muffet Undertale's "Ahuhuhu"
