Ice Scales in japanese is こおりのりんぷん. (Koori no Rinpun)
From that the scales are りんぷん. (Rinpun)
Definiton of that: (insectile, especially moth) scales.
So basically Ice Scales was designed to be a signature ability for an ice moth. And the scales here doesn't refer to the skin, but the scaly moth wings.
