Even if NPCs almost never switch, being able to get free chip damage (or severe damage in those who are weak to Rock) for every subsequent member of the enemy team is really fucking good.

How often in campaign do you have an opponent that's weak enough that you can put a turn into stealth rock or spikes and not die that is also strong enough that you couldn't have swords or dragon or quiver danced on that turn and swept their whole team

because it's a rhetorical question, I'm saying stealth rock is rarely performant
like in campaign you probably fight a full team of six pokemon less than ten times per game and the AI almost never switches, how could a move designed to punish human style switch-in in vs. modes be worth its moveslot in 99% of cases

but the guy that said it's good for lance is 100% correct, stealth rock miltank or something makes it so a whole team tier of shittier or lower levelled pokemon can handle that fight.
