Even if you don't care about genning which the Raichu obviously was, it was still seen as a somewhat of a cheap trick as the vast majority of players were not expecting that move on Raichu as it required knowledge of an obscure japan only event tournament. It did end up making a significant difference in a number of matches as Raichu was able to whittle down opponent restricted legendaries into kill range that it otherwise wouldn't have been able to do any meangingful damage to.
