Because the real bad guys have alway Game Freak, think of a Pokémon you like that got screwed over. 9 times out of 10 it’s Game Freaks fault. And 9 times out of 10 that Pokémon that was humiliated by game freaks found success or even just some dignity in TCG, Go, or another spin off.
The only time I can think of TPC screwing over a Pokemon was throwing Porygon under the bus for Pikachu’s thunderbolt, but that’s an outlier due to real medical emergencies being involved, and being a genuine PR nightmare and has they just banned it for 1 year or 2 it would be understandable, but not 30 years and counting like let it go jeez

I think a lot of it was also trying to capture the nostalgia for the gym series that’s been tried 2 other times in the past (~platinum and VS), but it seems a lot of things that have come out these last 10 years have been a lot more misses than hits.

every deck is versatile, team rockets is actually pretty strict in its gameplan. like sure you can use murkrow in rare occasions to lock for a while but other decks also have maractus for that too
compare to a deck like flareon which can opt into flareons hitting 280+ like mewtwo, using leafeon for dark match ups or countering spread damage or sylveon to destroy set up decks. most also run clefairy for dragons and water ogerpon sniping as well, plus rotom as a 1 prizer. when you compare that to rockets you kinda realize that rockets is linear in gameplay and easily abusable

I love metal decks too, but this one ain't it. My best advice is to get the precon on PTCG Live and test it out yourself. If you really want it, look for it for SRP. (there are no Steven full arts apart from the Beldum)
If you want a good Metal-type, do a Gholdengo

The full precon isn't good, though Metagross can be used with other Metal or Psychic attackers, though it's clunky to get out.
Carbink is pretty much mandatory if you want to get the most out of Steven's Pokémon.
Claydol can be used with Metagross as a rogue deck. It's not amazing but the prize trade could make up for it if you can boost the damage. Maybe wait for the BW set for Brave Bangle.

Crispin is the main way you get a metal on Pikachu, and it also loads up Clefairy in 1 turn for the Dragapult matchup. On turns you don't need to gust you should be spending your Crispin to load up your next threat while you hands them for 2.

Gholdengo's what I've been messing with online, it doesn't really embody the bulkiness associated with Metal but playstyle-wise it hits the sweet spot for me. The last time I played for real was mid-SM era with Dusk Mane/Dialga GX and I played Blacephalon too: Gholdengo EX captures that pretty well to me. Amass a fuck ton of energy and throw it at them all at once, literally in Dengo's case.

A Basic Electric that you can easily load up to hit 330 damage (hits Zard ex, the highest HP stage 2 you’re realistically going to see) naturally instead of having to rely on modifiers like Gravity Mountain, and literally ANYTHING that makes the Bolt match-up not a fucking nightmare. Other than that, the deck’s more or less complete.

The guy who got 5th with Toedscruel just got lucky he matched against pult mostly.

Of most stage 2s grim is probably one of the better ones to have 3 of in a deck. Purely because you can pull it off the stadium so freely. Whereas other stage 2s dont have such amazing search options, they're better off using stretcher instead. Grim pairs better with super rod too, getting you the energy you need back also

Bangle makes 1 prize decks like apples and typlosion meta
Pokegear and energy retrieval got a reprints to remain in standard next rotation
Eelektrik dynamotor returns for lightning energy recovery (exactly what flaffy used to do)
Zekrom is a very strong archetype, it can ohko stage2s once your opponent is at just 4 prizes)
Zekrom+Eelektrik is basically old miraidon except it can deal with high HP now

Others that have potential are jellicent, emboar(fire baxcalibur) and reshiram (same attack as zekrom).
Prism energy got reprinted which is very strong for basic decks. Triple acceleration energy got printed with a buff, you can use that as multiple energy discard fodder for ogerpon/greninja etc.

It seems about as meta defining as destined rivals did
