I just presume he takes their joining fee money for his own goals (thus using them since he sees them as leeches) but as it stands, why would he turn immortal or keep alive only the very kind of people he despises? Sons and daughters of rich families that never had to work hard and coast on their family's success, with no purpose in life on top of it all. You'd think they'd be the first of his chopping line instead.
It was an interesting part of the game but he never says, implicitly or explicitly, that he has no intention to keep his idiot grunts alive. Instead he will have his ideal world of idiots if he manages to succeed.
Ghetsis is a far less interesting character than Lysandre imo but at least in BW (don't remember in 2 and don't care for it honestly) it was clear he despised everyone but himself and used his cult members for his own goal.
Lysandre had the potential to be the best villain in the series but the way his Team is written brings him down.
