Every time I hear people complain about something that is understandably often done badly, like licenses, my brain registers is as a challenge and starts thinking of a way to do the offending feature well. And I don't believe that there is any topic or subject that can't be done well.
So what WOULD be a good way to use loicenses? The knee jerk reaction is to see them as antithetic to the concept of a pokemon adventure. So my first thought is how to write this tension in a way that is interesting.

Another idea was to have the overbearing nature of them be a point of conflict for the characters. Exploring the problems that a character has to deal with because of them that is more interesting than just paper work. Trying to compete despite being at disadvantages due to not having proper licenses. They become an obstacle to overcome, not a road block that halts the story.

The key defining feature for all of them? They weren't packaged as such. They were adventures or SoL feel good stuff that become bogged down by what should have been secondary plots. Assume you've been granted supernatural charisma as an isekai cheat—all members will be unquestionably loyal to you, and you can corrupt or break anyone to your cause given enough time and effort. Who would you try to recruit into your band?
On Deviantart, years ago, I want to say not long after X/Y. Someone drew and wrote up a fakemon. It was literally a split evolution off Parasect. They drew a Paras without the two shrooms on it's back, so just the spidercrab thing, except it was a healthy shade of green. Then the evolution was Parasect, without the shroom, it had pupils, was also green, and on it's back it had a pair of wings, kind of like Heracross, like where there is a top shell layer, then that slides out to reveal the bug wings.
Like a crab spider roach bug type. Then they wrote some pokedex like stuff about how the green healthy Paras is a bug type, but will occasionally have spores planted on it that the trainer must lookout for and remove quickly or it will permanently become infected. Once infected it gains the Grass type and evolves normally. But if you protect it and keep it clean it will evolve into the pure Bug type with increased speed, attack, and hp, but loses the access to spore unless the mushrooms grow on base Paras. Paras/sect creates eggs with the parasite already attached to the baby Paras, that it wasn't something that happened after the egg hatched. A Pokemon Ranger dedicated his life to trying to remove the parasite without killing the Pokemon, but that it was frowned upon because there was no way to experiment without harming the pokemon. He does it in secret and ends up killing tons of Paras/ect in the process, but finds out a way to cure the Paras but not the evolved form. Once he cured a few Paras that lived and didn't die from complications, they started breeding and he found out that Paras tend to just attract the parasite because they love the mushrooms that cause the spores to spread and their bodies can't fight them, while other mushroom eating pokemon either avoid them because theyre smart, or their bodies can just digest them like the Shroomish line. There is a lot I left out/can't remember, but it lives rent free in my head.

He'll get bodied, but wind up getting advice from one of the people running things about improving his (rather restrained) showmanship, and complemented for how he handled his second opponent throwing a fit about one of his (opponent's) 'mon not living up to their price tag. All in all, a good learning experience, that will be taken with him into the next slated tourney where the show battling can start.

Has anyone tried to write battles with trainers using items like potions during them?
I've been playing Pokemon Tectonic lately. The design philosophy of making every pokemon viable in a battle lets me envision more LISA the Painful-esque battles (or more Pointless or Heartless tactical, to be more accurate); every encounter is a variation of scum but they should be memorable scum. It's not often most trainers will be recurring so might as well keep their fights interesting and somewhat challenging in the narrative.

First and simplest, Potions are shown as sprays. So just get your pokemon to get close to you for a moment so you can spray them in the middle of a fight. The enemy pokemon isn't stopping its attacks so this has as much risk as spending your turn in game to heal.
Could go further with potions having very long range high power spray to make them easier to administer in battle, though the pokemon would still need to hold still so you don't miss. Bonus style points for something like throwing your Geodude a Pepsi which he grabs, pops the lid, and guzzles down mid dodging an attack.
Another easy way to write it is using healing on pokemon recalled to their pokeballs. Pokeballs are seen to interface with healing machines, so maybe you could have them also interface somehow with potions to heal the pokemon inside.

PSA, if you ever cut a scene, keep a backup of it somewhere. I cut a scene from chapter 1 because the chapter was really dragging (and still does without it), and I'm like 2/3 of the way done with chapter 8 and I get to do the scene. Editing has been a fun little exercise since I get to see how much differently I need to write the characters already.

If Red is to be a seperate character then I'd make Red a mysterious Champion-type that acts as a type of additional rival, challenging Ash and even helping him sometimes so that he can exceed him someday, and then once Ash beats Champion Lance (or loses I guess) Lance mentions that the true Champ Red is dicking around in Mt Silver and that's our motivation to go to the next region.

Ash, Red, Green, and Blue/Gary were the four trainers who all got their starters that day. Ash still considers Gary a rival, but Gary never actually battles or pays attention to him much in the anime. That's because Gary is actually in a rivalry with Red, who Ash never actually meets. Ash still loses in the Indigo League while Gary goes on to fight Red for the title and loses. Then Gary's normal anime + game story plays out. He ends up studying to become a professor AND eventually becomes the viridian gym leader. Very little has to actually change for Red and Ash to exist together, the only thing incompatible with them is Gary/Green.
Alternatively, and a bit more of a 'big' change, Green and Gary are BOTH Oak's grandkids. Maybe brothers, maybe cousins. Either he and Red (and Blue) started their journey's earlier, or they started at the same time and it is just never brought up. This allows for Gary and Green's stories to remain true.
