Bird = dinosaur = dragon. Everything that learns dragon breath is linked to dragons in some way (e.g. is a reptile, a dragon type, has mythical/cultural links to dragons). This includes Arcanine which partially draws inspiration from Chinese myth about tigers being yin to the dragon's yang, so Arcanine has a very strong connection dragons. However based on this, it make more sense why Arcanine doesnt get Dragon Dance - the Chinese dragon dance is a sacred dance belonging to its rival the dragon, not the tiger. As such Arcanine should get Tiger Dance instead (same as DD except in name).
