Because they re-typed a lot of old normal types to Fairy in Gen 6, so to compensate made a selection of new additions part-normal to not lose the overall number of normal types.

Ponyta has biological fire spilling out of its body. Pyroar doesnt have any flames on it's body and it might not be able to biologically create fire. Could be making it in a similar way non fire types create fire type attacks. But since Pyroar is weak to water its classified as a fire type.

It was an arbitrary decision so a Pokemon with this type combination could exist for purposes of variety and worldbuilding.

Normal is the least offensive type combo to add to a pokemon. Both literally in the sense of coverage and figuratively in the sense that nothing about a pokemon needs to change when you design it with the normal type.
