Because they re-typed a lot of old normal types to Fairy in Gen 6, so to compensate made a selection of new additions part-normal to not lose the overall number of normal types.

It was an arbitrary decision so a Pokemon with this type combination could exist for purposes of variety and worldbuilding.

Normal is the least offensive type combo to add to a pokemon. Both literally in the sense of coverage and figuratively in the sense that nothing about a pokemon needs to change when you design it with the normal type.
