Are you checking your stops hourly? iirc Rockets move hourly so you have to check stops if a Kecleon is around. You don't need to be close at the stops themselves just check remotely through the overworld map and then move if you do find one. Of course the more stops around you the more chances to find one; as long as there is no ongoing event that boosts Rockets appearing at stops because Rockets prevent Keckleons from occupying a stop
