We know from interviews that originally Mew was Pokémon used by GF for debugging. It's name (albeit spelled differently) was copyrighted by Gamefreak in the early 90s, too.
You'll not find it in beta versions, but Mew was probably one of the first Pokémon ever designed. The thing is that originally it was never supposed to be available to the player, it was just a quirky lore drop.
