In-universe, why do Pokémart merchants limit their selection of items to sell until you've collected enough badges?
As a game mechanic it makes sense, but what's the in-universe explanation?

Rich Nigga Winston used Full Restores on his shitmons. The Storekeepers are just looking at your Pallet Town boonie rags and denying you access to the rich stuff. The fact you pick up shit off the ground and search through rubbish bins means they're right to do so.
