That open, sandbox style wasteland connecting everything in the area was a ton of fun to drive through because there was stuff to do either as missions or on the way to other places with missions: races, artifact hunts, marauder patrols, tracking down and killing those giant metalheads, just driving around exploring then pulling over at some landmark to go climb around and find hidden precursor orbs. All stuff that could be adapted to pokemon and tied into the clock or randomly generated to keep it lively out there. My biggest issue with pokemon's open world games is there's nothing to DO in them, it's all just getting to the next objective while trying to avoid wild pokemon unless you're looking for one in particular because stopping to battle them all is a grind that'll get you way overleveled.
Actually, now that OpenGoal exists maybe slapping pokemon into Jak 3 could be a fun modding project to play around with.
