Because Brock's dickteasing torture was far more entertaining to heartless japanese audiences than bland female character #47956 Misty.

Misty didn't really have any purpose anymore. I can't actually remember her hook beyond "MUH BIKE". Ash travels to job at the last leg of an adventure and Brock travels to catch up with the youth he never got after being forced to be the man of his house along with wanting to become a Breeder.

Not that I disagree, but Brock didn't have a purpose anymore either. I could see if the anime leaned more heavily into the "Big Brother" type role, helping to guide Ash, but instead the anime resorted into either having him basically serve as commentator while observing a battle or comic relief whenever a girl was within ten feet of him, and that, imo, got really stale, even by Johto.
But I'm also someone that feels Ash should've been gone by Johto too, so had it been up to me, the anime would've replaced all three of them with Gen 2 characters after the Orange Islands saga.
