You have badge boosts, switch mode, 1500 possible evs, unlimited items, not being restricted to monotype teams, and yet you still think you need to match the level of lance when you enter the elite 4? You can easily beat it going in with pretty much any team below level 40. If you're doing a hardcore (no items and set mode) nuzlocke, then maybe you should go in at the low 40s (if you don't have an ice punch user).

No, they specifically moved away from overconfident rivals after Gen 1 and 2. Blue wasn't a cunt, he's your best friend form childhood. He just got ahead of himself, hence why he got his arse kicked, then became a Gym Leader (personal growth, after losing he reviewed his methods and ended up being ased to take over Viridian Gym). Silver was, but with a sob-story broken home motivation and daddy issues, so it's "excused". They clearly felt going arsehole again wouldn't help the series, especially after culling the real world wank from it (humans in the pokémon world are by and large a better class of humanoid than the average meatbag retard in our real world is).
I pity those who need to use hate as a motivation to play a video game, much less one aimed at children as "Babby's Firstest (J)RPG".

Carmine is protective of her little village and doesn't want it to become a tourist trap, JUST for the sake of being a tourist trap. I don't think this is necessarely the case. A lot of people liked Blue because of his bantz and the fact he was always a step ahead of you meant that he talked the talk and walked the walk. Yes, taking him down is also about humbling him but this isn't unseen in other vidya that give you a rival (first one that comes to mind is Vergil DMC).
I personally always thought the reason why GameFreak doesn't really want to do the asshole rival again is because Blue is Blue and repeating him just wouldn't be the same... and frankly I am inclined to think this even more after Hop was like Hau but worse and annoying to fight. Even Gladion and Silver are too samey.

But now I remembered that Kieran counts as a rival and maybe most players do want to be moved by spite and want to humiliate their bullies. Meh.
