I always thought the reason the art is so bland is because they don't wanna give some Pokemon more importance over the others so your experience and choice of team members can be truly your own without outside influence.
You definitely get the sense that the reason Charizard and Blastoise are so popular in Gen 1 even over Venusaur is because they were on the box, and they likely want to avoid stuff like that.

Something tells me the artists at Game Freak don't actually get a lot of time to work on the covers considering the amount of miscellaneous artwork released for each game tends to be within the single digits.
They probably spend all their time in the dungeon trying to come up with new Pokemon designs.

The way I've always coped about it is that Pokemon games aren't really "games" per se but a service that allows you to interface with the world of Pokemon.
It's the same reason they were called "Pokemon [...] Version", they're not distinct games but an update to that service with new features, and the split versions are just different models.
So from that perspective they're not meant to look like game covers but product covers, like the images you'd see on the box of your new phone or something.

On some level I guess but in this example the story of Pokemon games is mostly there as like the Pinball Wizard or Solitaire equivalent, something you can do on the side so you can say your product technically came with something for you to entertain yourself with, but the main functionality is transferring your old collection of Pokemon to a more modern entry, catching the new ones and battling other people who've also all moved on to the newer version.
