Yes, pretty much. It's the appearance, personality may come into it a little but not hugely. And people will always think of the (voiceless) games first and whatever fanart makes of it.
The only exception would be anime only characters. Even then JP voices generally won't have issue you're describing, or won't to the same degree

I have to keep my eyes basically glued to the screen or else I'm gonna miss key details of whats going on. Whereas with the dub I can walk away sometimes and do other things, and listen and pick up details through context clues better than having to read a novel when I'm just looking to relax. And I don't think theres anything wrong with preferring my own native language. Its much easier to feel something when they're speaking words that I understand.
