Abilities should be classified between inherent and special. Levitate would be an inherent ability, all Pokemon that float should have it.

My headcanon is that it stays up using electromagnetism and underground metals in a manner that it will maintain a fixed distance above the ground unless it's actively trying to move, so it it is still shaken by earthquakes

There should be some things that are just innate to a species of Pokémon. Like your example shows, Pokémon who naturally are floating or flying should should just naturally not be considered Grounded without the need to be Flying Type or having the Levitate Ability.

I've been saying for years that Pokemon should have two abilities, one active and one passive. Active abilities would be ones that require some kind of effort to utilize (Levitate, Blaze, Mold Breaker, etc.) whereas passive abilities would be traits that are intrinsic to the Pokemon themselves (Sturdy, Heavy/Light Metal, Limber, etc). Levitate is such a weird ability if you think about it in the context of it being one of several possible abilities. Does a Bronzong with Heatproof just not float anymore? Having both would make more sense from a lore perspective.
