Cinnabar gym's pokemon are fairly weak despite the levels. You can easily solo the gym with an underleveled any underleveled water type pokemon. Just catch a Dewgong (either 34 or 36 it doesn't matter) and spam surf. Besides, anything you catch during the route 19/20/Seafoam areas have time to catch up during your trek through the Pokemon Mansion.

You could do much worse than Dewgong, like RBY Tangela or FRLG Kabutops

Anon, there is a very good reason why no one uses FRLG Kabutops, or even FRLG Omastar, which I should remind you is one of the strongest offensive water types in gen 3 thanks to rain dance + swift swim and high special attack. The fossil mons aren't level 30 like in RBY, they're level 5. You cannot simply blow several rare candies and walk out of the Pokemon Mansion with a Kabutops armed with surf and nearly guaranteed crit slashes. You have to spend hours grinding them up 35 levels just to bring them up to speed. They're not worth the trouble in FRLG. Let's look at your garbage moveset.

>no surf to get at least some kind of STAB damage and deal higher damage to the fire and ground types in the next two dungeons and gyms

Kabutops isn't dogshit in later gens, dewgong remains dogshit in all of them. In gen 4 kabutops gets access to dewgongs entire movepool, night slash, x-scissor, stone edge, swords dance, stealth rock, superpower, and more. It's special attack is only 5 points lower than dewgongs but it also gets access to ancient power, surf, giga drain, and fucking earth power, while again dewgongs only new coverage is signal beam

This is also a good time to look at Dewgong from a competitive standpoint. It was seen as a good UU water type before Lapras dropped, and may very well drop to NU at some point. However, there is now PU and ZU, and believe it or not, there are some real fully evolved stinkers in those tiers. There will always be demand for a water type with STAB blizzard in the lower tiers. In GSC and ADV NU, Dewgong keeps its role as a great lower tier bulky water.

To say Dewgong is one of the least usable gen 1 pokemon of all time would be an incorrect analysis due to its usefulness in the early gen lower tiers and the presence of far weaker pokemon.
