Water moves are often neutral and gigastrong early game. You get access to bubblebeam before the 2nd gym in kanto, you get surf after the 3rd gym in Johto.
There's a reason why GF added no water TMs to Hoenn, and the only "strong" water pokemon with a water move is a fucking tentacool that learns bubblebeam at level 25.
The other options? Wingull and Marill with water gun. And Surskit with Bubble.

I know this may come as a surprise to some anons but you dont actually need to follow the trainer archetype of Ash/Red all the time. You do not need to have Grass, Fire, Water Pokemon every playthrough. It isnt a shortcoming of a game that there is lower distributions of a single type of Pokemon in some version. Because you are supposed to learn how to play the game and pick up some of the other few dozen types to take on the gyms with. Hell, you dont even need to super effect the gym leader. Just have a decently leveled team at that point and anything works. People beat these games with wurmples and shit. Pal Park only works after the National Dex. The dual slot mechanic still works through the ENTIRE GAME. By having a 3rd gen cart detected in the 2nd slot it changes the encounter tables of many routes.
