Paldea doesn't have a single champion as their league is basically just a school with tests (e.g. Gym leaders are teachers, E4 are assessors) instead of an actual tournament. Geeta is the final assessor known as a "Top" Champion that you face after the Elite Four so you can consider her the official "Champion" and Nemona exists beyond that in the "Champion" (i.e. postgame) rank for anyone who beat the "Champion" which is why you face off against her in an unofficial match (since you are both beyond the league now).
