In the world of Pokémon, there are many things we do that are abusive to Pokémon and harmful to society. We need to introduce new laws and regulations to reform the negative aspects of our Pokémon trainer culture.

The use of Poké balls, as well as the use of a PC to store Pokémon, violates the agency of these sentient beings. Many Pokémon are forced to be crammed into these tiny cages. Once caught, Pokémon rarely (if ever) have the ability to leave the Poké Ball on their own. They rely entirely on the trainer to "release" them from their spherical kenels. Pokémon have indeed demonstrated the ability to exit a Poké Ball all on their own. This is a relatively uncommon phenomenon, and most Pokémon have not been able to replicate this feat, even those who are very unhappy with their trainer. However what is more abhorrent is the use of the PC storage system, as Pokémon have no way to free themselves from this digital prison. This system is often abused, leaving millions of unappreciated Pokémon trapped forever in an infinite cyber wasteland. I also take issue with the condition Pokémon are put upon when inside a Poké ball or the PC storage. Based on the best evidence available, they seem to be put into a dream-like state where their emotions and cognition are sedated. Forcibly putting a creature into a stasis for an indefinite period causes harm to Pokémon. Denying a social creature contact with the outside world and other creatures for a long period causes cognitive decay and in some cases emotional trauma. We know this is the case for humans and given how many traits we share with these beautiful creatures, it is without doubt the same would apply to them as well. In summary, the abuse of Poké balls and the PC storage system has led to the unjust imprisonment of millions, perhaps billions, of Pokémon. This is the most horrific case of mass incarceration in world history and we need to put an end to this obscene cruelty.

As it stands, Pokémon trainers are allowed to legally release their Pokémon back into the tall grass for any reason at any time. This has led to a number of problems for Pokémon and the ecosystem. Pokémon raised in captivity or caught at a young age often lack the survival skills they would learn normally as wild creatures. This issue is exacerbated if the Pokémon is released in a habitat where it is not native. Pokémon unprepared for a wild life are often seriously hurt or killed, effectively making the Pokémon trainer a murderer. Not only that but introducing new Pokémon into a novel habitat disturbs the local ecosystem, often with disastrous results. For example, releasing a strong fire type into a fragile forested habitat can destroy that ecosystem, ending the lives of all the Pokémon and plants who live there. Such a seemingly simple act of abandonment can have huge ramifications for so many people and Pokémon alike. This is why we need regulations and systems on how to deal with Pokémon that can no longer be cared for by their trainer. Pokémon who ought to be released back into the wild need intensive survival training from professionals and should be released back into a suitable environment. Not all Pokémon who are abandoned by their trainers should be released back into the wild. We need to set up Pokémon shelters focused on reintegrating Pokémon back into society. These sentient creatures do not deserve to be treated as trendy commodities that can be discarded at a moment's notice, doing so is extremely cruel and dangerous.

Mega Evolution is a powerful technique that pushes Pokémon to their absolute limit. However, the Pokémon forced or coerced into undergoing Mega Evolution are subjected to intense physical and emotional trauma. The pain mega evolved Pokémon have to endure is outrageous. Here are some examples
>Glalie - The excess energy from Mega Evolution spilled over from its mouth, breaking its jaw. It spews endless blizzards.
>Aerodactyl - When it Mega Evolves, it becomes more vicious than ever before. Some say that’s because its excess of power is causing it pain. It will attack anything that moves. Mega Evolution is a burden on its body, so it’s incredibly irritated.
>Scizor - The excess energy that bathes this Pokémon keeps it in constant danger of overflow. It can’t sustain a battle over long periods of time.
>Heracross - A tremendous influx of energy builds it up, but when Mega Evolution ends, Heracross is bothered by terrible soreness in its muscles.
They also experience emotional distress, most often intense rage. Here are some more examples.
>Tyranitar - The effects of Mega Evolution make it more ferocious than ever. It’s unclear whether it can even hear its Trainer’s orders.
>Absol - Normally, it dislikes fighting, so it really hates changing to this form for battles.
>Gyarados - Mega Evolution also affects its brains, leaving no other function except its destructive instinct to burn everything to cinders.

We should not neglect the well-being of our Pokémon for the sake of a competitive edge. By mega evolving your partner, you are weaponizing emotional intimacy and traumatizing your "friend". I can only describe this practice as psychopathic and monstrous. Therefore Mega Evolution needs to be heavily regulated. It should be outright outlawed for all recreational and sport-like Pokémon battles. The use of Mega Evolution for combating evil and disastrous forces may be permitted, but only trainers who have demonstrated adept knowledge of Pokémon battles should be allowed to use mega evolutions. Only a select few can be trusted to know when Mega Evolution is necessary and when it is not.
>What should be done to those who violate these laws and regulations?
I favor the death penalty, these practices are inhumane and those who still engage in them have forfeited their humanity. Corporal punishment is the fastest and most effective way the legal system can conduct cultural change.

Most trainers only have 1-6 Pokémon, this is a non-issue for the vast majority of people except for chosen ones like Ash or the player character. Pokeballs are a necessary evil; they can prevent oversized/flammable/etc. Pokémon like Onyx/Rapidash from causing unruly harm, shelter them from the elements, and even save their life.

If this pertains to breeding rejects then I'd agree that it's poorly implemented and not fully explained in-game. It's sad they're just sent off shortly after hatching. You should at least be able to sell/donate them; perhaps trainers later in your playthrough use them against you!

Pokémon can decide to not hold Mega Stones if they truly don't enjoy it, but perhaps they get a thrill from the power that ensues.

I don't think humans deserve any further punishment, but I do think Pokémon deserve a bigger voice; for some they're little more than animal-shaped weapons. With enough support, a separate, structured society full of Pokémon (no humans) would thrive and function on its own in due time. Every Pokémon should have a place there, need be.

Depends on the continuity
In PLGPE the Pokémon does not need to hold a mega stone to mega evolve. This is the case for most Pokemon media actually, them “holding” the stone is more of a gameplay mechanic than a lore mechanic. The exact levels of consent required for a Pokémon to mega evolve is unclear
