It's based on the Scale World figurines, yeah.
I think it's because the characters were made by Japanese people, who have a different sense of scale for height since they are on average much shorter than Europeans and Americans. So there's a lot of grown female characters who don't reach 170cm, which is why Nemona seems tall in comparison. But she's just slightly above average for a woman compared to European standards.

1. Nemona was never implied to be a child, she and Erven are clearly teenagers.
2. Nemona is tall. Like, absurdly tall. Taller than most adult characters. I’m sure this was supposed to be important for an earlier draft of the story, since she lives in a mansion and mentions rich traveling parents, but whatever it was, it was never brought up again.
