According to this page, there were 3 or 4 more minigames planned for Pokemon Gold and Silver. I have two questions:

1. Why were these minigames scrapped and not included in the final Gold/Silver games? Did Game Freak not have enough time or cartridge space to include them, or were they just scrapped because they were considering as not good enough for the final game?

2. If they didn't have enough time or cartridge space during the development of Gold/Silver, why didn't they include them in Crystal considering Crystal was on a bigger cartridge and they had more development time?

Oh, and a second question: why was the Safari Zone in Fuchsia City scrapped? It was found in the internal game data of GSC, but it's unused. Why didn't they use it?

unironically small indie company., please understand. Game Freak got lucky with RBY and were suddenly given AAA expectations that they were genuinely trying to live up to but just couldn't Barely knew what they were doing, and Tajiri had a bunch of pie in the sky concepts that just weren't feasible. Say what you will able Masuda but at the time his realistic expectations are part of what made the series even possible. OF course, they would all be sunk if Iwata hadn't came in and tard-wrangled them and bail them out, note he wasnt the reason Kanto was in the game, he's the reason why the game is optimized enough to be playable at all.

Personally I really like Masuda. He has directed some of my favorite Pokemon games, and created some of the best Pokemon regions.

But going back to the OP question, what do you think happened with those minigames and the Safari Zone? One of those minigames is even still in GSC, just inaccessible by normal means.

Iwata made Pokemon GSC actually happen, but in the process he optimized Gamefreak's monstrousity of a code so well that they had a lot of space... and not enough time to really do anything with it, especially that game was nearly finished. Including Kanto in post-game was actually kind of cheeky and clever, because they had all the assets and maps ready - it just needed to be trimmed and reworked here and there, but most of the work was already done.

Yeah, I think Masuda is definitely overhated.

What do you think about what I asked in the OP? Do you think they didn't have enough time or space to fit in all the minigames and the Safari Zone? Or do you think there was another reason for their absence in the final game?

I think that if Game Freak actually wanted to include all the scrapped minigames in GSC, they would have. If not in GS, then definitely in Crystal, where they had both more time and cartridge space.

The fact that those minigames didn't return in Crystal (or even In HGSS!), means that they just decided to focus on other features that they considered more interesting.

Idk about that one. Maybe they were planning to have the Safari Zone in Fuchsia City, but later on they came up with the idea for the Bug Catching Contest, and they considered it a replacement for the Safari Zone? I'm just speculating obviously.

HGSS having a safari and mingames (albeit different ones) suggests that they would have added them had they had space

The minigames in HGSS are completely unrelated to the scrapped GS minigames tho.
As for the Safari Zone, you're possibly right, but it's also possible that, at the time of developing GS, they saw the Johto Bug Catching Contest as a replacement for the Safari Zone. But for HGSS Morimoto just tried to have as much content as possible, so they added both.

Yeah. And this kinda tells me that this minigames was discarded despite having enough cartridge space for it.
