The discrepancy you pictured is more about Game Freak’s feelings towards Golduck not Psyduck, but even then they don’t hate golduck. Even game freak’s least favorite Gen 1 Pokemon is more loved and respected by game freak’s least favorite than the majority of everything that game after

There’s more you can do with Slowpoke. Or rather, Shellder, since every subsequent design has focused on the immediate visual of Shellder in some new position. What the fuck do you have to build on when Golduck is your reference point for an evo? It’s one of the most sterile genwun designs, and anything you could add to it would be inauthentic.

Psyduck is Masuda's favorite mon, which basically translates to "it's already perfect, it doesn't need a regional replacement or Mega."
Plus, Psyduck is among the privileged few who have literal perfect attendance since the franchise's very beginning, no transfer from another generation required.

Slowbro is goofy and keeps the vibe from Slowpoke, showing faith in the design and an actual willingness to expand on the line. It's no wonder they kept going back to it.

On the other hand, Golduck is the most generic deviantart fakemon out of the original 151 (to the point it has a dragon/wolf shaped head) with nothing carried over from Psyduck, plus a very lame lore that says nothing besides "swims fast" (hardly a feat compared to most fish mons that are actual jets in water) and "looks like kappa" (which the Lotad line does much better) . Weaker pokemon should have memorable gimmicks, Golduck has none and that makes it forgettable, which is crazy coming from the same line as freaking Psyduck, the early anime's comic relief.
