Sprites aren't representative of a monster size.
Try comparing idk Gen 3 Cacturne and Wailord and they should have roughly the same dimensions, it's a matter of maintaining the mons proportions rather than it's accurate size (which works for 2D due to technical limitations but not for 3D)
