Yes. Not guaranteed but Smogon is the only one of the three who genuinely try to engage with Pokémon because their battle autism requires it. They want Pokemon to be the best it can be. However whether they can is another matter. But one thing for certain is they would at least try of buff the shitmkns and reign in the broken stuff or at least put in real effort to do so
