Pokémon games use their in-house engine, because for them it's easier to properly use the internal data structure needed for Pokémon. However, that means they also built an entire 3D engine by hand, which they are clearly not competent enough for. That's why SV looks like total shit despite cutting every possible corner. Graphically, it's clearly an unoptimized mess. But the Pokémon IP is obviously extremely dear to them, sacred even, so they don't want to do stuff like using a third-party engine for a mainline game. They would need to redo all the Pokémon data structure for another engine, too. They already did so for Unity for BDSP and it's kind of a mess.
Beast of Reincarnation uses Unreal engine. That engine is so polished, well optimized and easy to use that a literal retard could make a nice looking game in it. It's a completely new IP, so GF doesn't care about anything and can just make whatever kinda game they want. There's no stakes to lose, no brand identity they have to worry about, no deadlines to hit. It's an entirely different project in every sense.
