As opposed to what?
Do you really think people are using Gen 1 Surf encounter shitters on their team like Tentacruel and Seaking?
Or even worse a weekly Lapras spawn for which you already need a Pokemon with Surf.
There may be a huge power gap between Quagsire and Azumarill but I genuinely believe the latter makes it onto more teams than anything below it, especially when some of these guys can't even evolve before the credits.

>Kingdra and Politoed
No one uses trade evos
>Lapras that low
Lapras is very popular in GSC. Casuals love fixed encounters. It's definitely in the top 3.

I wanna say the most popular water types in GSC barring the starter are Gyarados, Quagsire, Lapras, and Crystal Suicune/Azumarill. Lanturn would be more popular if more people knew where to find it.

Top 3 are correct, but Azumarill's placement is all wrong. It's too rare in GS as a 1% encounter rate in Mt. Mortar and too shit in any Gen 2 game without Huge Power to bother using as a water type you can only access after getting Surf. Slowbro is easier to access and overall superior even if it evolves much later. Even Slowpoke has comparable HP and Special Attack and superior Attack to Azumarill. I know it's a list of what's most popular and not what's best, but I think anyone would realize that the returns on Azumarill are simply not worth the trouble, I've hardly ever seen anyone use it. Slowking goes unmentioned in this list, but I would argue if it did place that it, Kingdra, and Politoed should go quite low due to the trade and item requirement, with a King's Rock only being accessible either through sheer dumb luck or after you get Surf and Strength, and the Dragon Scale only being available after obtaining Waterfall. Starmie and Cloyster are fair placements at the bottom due to Gen 2 stones being awful to obtain though, and Mantine being a version exclusive also makes its low placement justified.

You can get a Slowbro immediately in Slowpoke Well by just spending some time surfing in the well. I donโ€™t think itโ€™s that popular though, slow Pokemon tend to be ignored.

You don't even need to Surf, it's a 15% encounter rate just by walking around which you can do before the 2nd gym. It's obviously not the most useful against a Bug gym leader, but if you're autistic or lucky enough, you could potentially get a fully evolved Slowking by that point by getting a King's Rock off of a wild Slowpoke.

Out of sheer unbridled autism I decided to do my own ranking for the three starter types with explanations for why they placed where they did.

>Grass

>Meganium
Despite being the worst starter, the fact that it is a starter gives it a massive advantage over the other grass types, a large amount of people are likely to choose it based on its design alone
>Jumpluff
Early game availability, unique typing, and newness factor gives it a slight edge
>Bellossom
The Sun Stone is one of the few stones in the gen you can reasonably obtain, making this much more viable than its other stone evo alternatives
>Tangela
Decent stats, decently common, and no further effort required once you catch it
>Sunflora
Same as Bellossom, but a less appealing mon overall with worse stats and no poison moves
>Parasect
Easily obtained, but an early game full of superior bug types, plus bad typing and stats make it unappealing
>Victreebel
>Exeggutor
>Vileplume
Fuck getting a Leaf Stone. Vileplume winds up on the bottom specifically because Bellossom is so much easier to get and more appealing as a result. Victreebel is on top due to how easy it is to catch Bellsprout, and its ability to make good use out of physical poison moves.
>Celebi
Lol, lmao

>Fire

>Typhlosion
Same as Meganium, though likely more popular due to knowledgeable players avoiding Chikorita, and access to early game punch TM's
>Ho-oh
Normies and kids love to use box legendaries, there's a good chance someone may end up with both Ho-oh and Typhlosion on the same team
>Entei
Less prestige than the box legend, but Entei is still a popular mon that got its own movie, and is one of the better fire types in the region
>Magmar
One of the easiest fire types to obtain, being found in the Burned Tower and obtainable as a potentially shiny mystery egg in Crystal, on top of being a level up evo makes it appealing. Though it's not exactly a popular Pokemon in general.
>Arcanine
A very popular mon in general, and available early on in Crystal, but Fire Stone availability makes it a lot harder to come by
>Flareon
Same as Arcanine, but suffers from competition with its fellow Eeveelutions, arguably the weakest of the group to pick
>Ninetales
Same as above, but being available later in the game than Crystal Growlithe and being a Silver version exclusive make it even less viable across the board
>Houndoom
Ah yes I love waiting until after beating the Champion to add a member to my team
>Rapidash
Ah yes I love waiting until after beating the Champion to add a member to my team, especially when it's a Pokemon I could have used in the last game if I wanted to
>Magcargo
Ah yes I love waiting until after beating the Champion to add a member to my team, especially when it dies to everything that touches it and never gets to make a move in the first place

>Water

>Feraligatr
Same as the other starters, plus crocodiles are cool
>Gyarados
The game just gives you a shiny one for free on top of this being an extremely powerful and useful mon
>Quagsire
Easily obtained in the early game, and new to the series on top of being cute and charming
>Suicune
Crystal box legendary and obtainable as a roamer in GS early on if you're lucky or stubborn
>Lapras
Available as soon as you get Surf and is one of the best water types to use it, but waiting for a specific day of the week is a pain
>Slowbro
Early game catch with good stats, but a relatively late evolution
>Tentacruel
Easily available and surprisingly effective, but too basic for a lot of people
>Golduck
Semi-popular thanks to Misty's Psyduck, but evolves pretty late
>Lanturn
Cool new mon with unique typing, but comes late enough that you may already have another Water type
>Dewgong
Appears at the same time as Lanturn, but is less popular and less unique, basically being a worse Lapras
>Kingler
Same as above, but its stats work against its effectiveness
>Seaking
Easily available, but suffers from the stat problem even worse than Kingler on top of being infamously forgettable
>Mantine
Decent new mon, but as a version exclusive it loses points
>Azumarill
Marill is cute and popular, but it's too rare and bad for its own good
>Corsola
I forgot this was even a Johto mon, so it goes to the bottom of reasonably obtainable ones
>Octillery
>Qwilfish
10% encounter rate isn't the worst, but you need the Kanto bound Super Rod unless you get a swarm, but that's still easier than getting a stone or a friend with a link cable
>Kingdra
>Slowking
>Politoed
Trade item evolutions, good luck if you don't have someone to trade with. Kingdra is most appealing as a dragon type, and Slowking comes in second as a potential early game monster
>Vaporeon
>Starmie
>Poliwrath
>Cloyster
All old Kanto mons, all of which evolve with a Water Stone that you're not going to bother getting.

I like Bellossom and all, but Gloom and Weepinbell are better for their defensive typing and ability to use STAB sludge bomb for more coverage. If you can obtain the leaf stone, great, but it's not like the midstages are bad. Also the leaf stone trainer is found fairly early, so you have a shot at getting it before the need to grind for one late in the game arises.

Another major issue with Bellossom is that you need to breed for one to learn razor leaf since she doesn't get bailed out by STAB sludge bomb later in the game.

I guess I should have considered the mid stages as more viable, but I was focused on the fully evolved ones. To me I always get a certain sense of dissatisfaction using a Machoke on an endgame team or something, having a mon be fully evolved makes it feel complete to me.

The original plan was to run Skarmory and Scyther, but I found out I can trade with myself on emulator today. Now I plan on evolving my Scyther once I beat Mahogany Town gym.

I have three badges right now. Scyther tanked the first rollout and 2HKO'd Miltank with fury cutter. You can outspeed the cow if your mon has at least 49 speed.

>Sudowoodo
Sudowoodo is used a lot because it has good moves when it's obtained and learns rock slide before level 30. Quakeslide is premium coverage in-game.
