I love it because it gives the route personality. You can say 'the route with the fucked up fences' and people will know what you mean. Back on the gameboy it was hard to do better.
Hell, name a good route in Kanto. There are very few worth remembering beyond what pokemon lives there.

It makes sense in the world given the rules with trainers and making eye contact that there'd be some place constructed that basically forces people into battles if they want to pass.

I always thought the layout was weird because somebody was going to build his home there, so he tried to block the area with annoying fences around.
Still, it was useless because trainers still went there.

I think Kanto has a fair bit of distinction between its routes, the real problem with the region is that so much of the early game is taken up by dungeons like Viridian Forest, Mt Moon, Rock Tunnel, etc that the routes serve more as lead ins rather than proper levels.
Lavender to Fuchsia is really the only time you get an extended bit of gameplay outside of a dungeon in the game.

Am I remembering wrong or back in actual gen 1 was this kind of a puzzle where you could lure opponents out in a way where you could take shortcuts through the maze

yeah, repels trivialize caves and make everything too easy. You have some tension if you do kill every wild you encounter by forcing you to save pp. But if you are done exploring and just want to catch the legendary in the cave, you are better up saving your pp by escaping encounters or carrying some leppas.
