It's about the physical impossibility for them to add everything, have them behave as they intend (no dogmons flapping their paws to try to fly, that kind of thing) AND get that done in two production years to launch the game to market.
You not think they would have continued to try to find a way to keep it up if there was the merest possibility? They made a fucking visual novel as the final 3DS generation, needed designers to code shit in simple programming language to get the game finished, yet still and all added EVERY pokémon to-date because they knew "fans" (read "autistic seethebag influencers) online would bitch cry moan and wail.. Which all sat T-Posing or appearing on the fringes of the playable area, on cliffs or the skybox in repeating actions. Now, they ain't adding everything but they're making them look FAR more alive and vital than they've EVER looked in the vidya games, excluding childhood nostalgia memories (I was a teenager when Pokémon launched, it never looked visually impressive, even if the creature design was consistently top-notch) by having them actually act like the creatures they're supposed to be, in a fictional world akin to ours and not just being encounter triggers reached by walking in grass tiles.
