Yes, it's called not being a dumbass who relies exclusively on his starter.
Dustox, Beautifly, Zubat, Taillow, Gulpin, Oddish, all are viable options for dealing with Grovyle and two of those come from the very route this battle takes place on.

It was directed by Morimoto, the main guy behind the battle system. He's never addressed it specifically but given he playtested Gen 1 with Exeggutor and it's really good, I'll assume he's got a problem some developers have where they play the game so much they don't know what really easy is anymore. Of course you can overcorrect, look at ORAS or half of the shit Masuda has done. The bigger question I have is why Ohmori's first real game, SM, actually has hard Totem fights when no other game he's directed has anything remotely close to that, it feels like a mistake which given the island trials were developed during debugging it could just be Morimoto again since he'd be the final pass and nobody had time to check his work.

I never understood this. When I was 6 I wanted to use as many pokemon as I could, not because of team balance but because why the fuck not? I never got why so many kids just solo'd the game with their starter, did you guys just not want to use all the other mons? If your mom let you eat as much candy as you wanted after dinner one night, would you as a 6 year old have just eaten a single kitkat and nothing else?

Grinding in Pokemon isn't fun. If your main goal is to beat the game, then only using the starter is the most efficient way to achieve that. It's amazing how 6-year olds in 1998 figured that out but 35-year old manchildren on /vp/ still throw a tantrum about it.

It doesn’t matter. Combusken resists everything Grovyle can throw at it at this point outside of cut (lol) and rock tomb. Meanwhile at least Combusken can do heavy stab damage against Marshtomp.

My Grovyle was thankfully over leveled. This was my final team for ruby. I did choose Mudkip on emerald and I grinded on route 201 getting Swampert before even getting to Petalburg city.
