It's easy to miss but you can actually catch other pokémon, you don't have to use your starter for everything. They then level up slower because the experience gets spread. Some even theorise this is the intended way to play, as far-fetched as it sounds.

Catching more than one extra Pokemon before the first gym is a one way ticket to grindsville.
It varies from game to game since stuff like DP and XY have such unforgivably long gaps between gyms sometimes, but I'd say a rate of one to two Pokemon in your party per gym badge is a good way to approach the games when it comes to keeping your levels in check.
