Because those are icky physical types and Eeveelutions are all ye olde special types. Dragon is missing because Fairy type was released and Fairy's only reason to exist is to cuck Dragon types.
There should be physical type Eeveelutions (Basteon off the top of my head) and Dark was apparently physical all along post split, but they've really pumped the brakes on the whole concept. XY would have been a great time to introduce a Dragon eeveelution alongside a type that counters it (just like the gen 2 Psychic v Dark and gen 4 Grass v Ice additions), but they didn't.

There was supposedly a Flying type eeveelution that got scrapped because there were similar fan made designs of that type. My guess is that it is just too much of a hassle for GF to create a new unique eeveelution without compromising too much on the design. If you asked me the more likely scenario is that we'll get a new eeveelution when they introduce a new type.

(maybe a design based on music/musicians for the fan favorite sound type)
