Because Roy was created and put into a story that's really clearly about Liko because they feared young boys wouldn't want to/be able to identify with a girl protagonist... which is logical enough, but completely unnecessary because the story already HAD a character for boys in it named Friede. Boys don't need young boy characters in stories that include cool action heroes like that. Nobody, regardless of age or sex, watched Temple of Doom and thought Short Round was cooler than Indiana Jones.
