If you already have the games where you can catch these Pokemon why wouldn't you just catch them there and transfer them over?

Takes longer + Pal Park was limited to 6 transfers every 24 hours until HGSS. There were also a few Contest items you could get by talking to an NPC depending on which GBA game you had inserted

A lot of the pokemon were mid game+ in the GBA games, and you could get them earlier in gen 4. Also pal park doesn't unlock until you can get there in the first place. For example you can get growlithe as early as the first route in the game, and an elekid to help fill out your pokedex

Probably balltism/dexnav shenanigans, otherwise you could just catch those mons on GBA then transfer them
