Team Rocket Trio was genuinely doing fine when they were actually trying. And I don't mean the absolutely out of character BW and Journey portrayals of them. Since first episodes it was established that they are actually decent thieves and con artists with wide array of skills allowing them to run variety of fake businesses as part of disguise. And most of the times when they got their hands on actually decent Pokemon (borrowed mons from Gio in the movie, Mimikyu and Bewear in SM) they were surprisingly good trainers able to kick Ash's 10yo ass.

Foretress, who is as much rock-shaped as it can get. Later he was getting more random assortment of mons.
