There's no reason to not throw a few Bronzors and Bronzongs in there.
Also the Azumarill should have a water move to fuck over people using fire to get through.

There’s a verticality theme for this gym, which plays on the addition of the extra dimension on the DS.
Onix and Steelix are used as lifts by the workers. The only trainer without one has an Azumarill, who can bounce.
It’s also a simple way to counter the types of Pokémon players are most likely to use. Fire is blocked by Onix and Azumarill, Fighting is blocked by Skorupi, Water by Azumarill, etc etc.
