Well there's actually a couple of things to take into account.
Firstly if Gold was in Ruby and Sapphire he'd only use Pokemon available in those games outside of the starters, so I actually think it'd look something like

Wobbuffet is there to fill in for the role of Espeon as a cross-gen evo, with Hoenn only introducing baby forms of Johto mons Wobbuffet seems like the best choice.
Brendan's a little easier since there's a big Hoenn selection in Sinnoh, though I'm gonna try and refrain myself from using anything outside of the regional Platinum dex

Milotic seems like an obvious choice since it's a big Pokemon for both Hoenn and Sinnoh that also provides a decent challenge, Gallade is a cross-gen evo and would give him some duality with Wally and Altaria is just a nice choice to round out the roster, plus it gives him a fly user I guess.

For Gold, switch out Ampharos for Togetic and add Red Gyarados as the final pokemon. I'd also say switch Umbreon for Sudowoodo but I like the idea that Umbreon is the mirror to Red's Espeon.

Gold would have togetic, extremespeed dragonite, and his marketable unevolved shouldermon more iconic than micky moose, KENYA.

Actually thinking about it Gold would definitely have Marill since it got a baby in Gen 3 and it's what they gave his NPC counterpart in the Gen 2 remakes.

It seems like the rules are Anime mascot or pikachu clone, 3 starters, gift pokemon, overworld pokemon with no legendaries.

the idea is to treat them like final boss trainers, not just avatars for a single playthrough. giving them all 3 starters isn't about canon, its about capturing the spirit of their whole region. (Red represents Kanto, Gold represents Jhoto, etc) it avoids the debate over "which starter is canon" and just celebrates the full experience.

That falls on its arse when the whole point of Red's inclusion was so kids could fight their "past selves" (GS was developed as if to be a sequel to RG) and if you want to apply the trope to newer player characters, need to build them as GF built Red (because no harm, a team of 6 shitters isn't hard, especially if you had Gen 1 games and traded shit across for Kanto, like I did).
That also ignores Game Freak assigned canon starters to the other PC's, they didn't with Red hence the team of 6 shitters, meaning all other protags get ONE starter (Yellow was also directly inspired by the Anime, where the MC got all three starters, so the game character got handed all 4 to reference it).
