Simple.
Grapploct is just an octopus that fights.
It doesn't do anything particularly water-y other than live in it.
Urshifu's movements, it's style of martial arts, is meant to represent water. The way it moves & flows turned into combat.

So out of curiosity looked through the pokedex to see if I could find other mons that 1. Blue 2. Based on an aquatic creature 3. Are not Water Type. This is all I came up with.

Kind of having to stretch the definition of aquatic creature here but it has been portrayed living in lakes in other pokemon media.
>Altaria
Again, kind of having to stretch the definition of aquatic animal. But Golduck, Swanna, and Peliper are water types for being birds commonly associated with water. If you choose to see Altaria as specifically a swan or goose it fits but again that is with a big asterisk as it clearly has multiple points of inspiraations from different birds and myth.
>Eelektross
One of the first that definitely fits all the criteria. Although it is mitigated somewhat by its whole thing being it levitating and swimming through the air.
>Inkay & Malamar
Might just be colorblind on this one.

Was thrown off by this things typing on first encounter but still thought it was ghost before water.

Genuinely forgot this thing is mono-fighting like Grapploct. Definitely fits as its brother in arms for blue aquatic pokemon that is not a water type.

i'd rather have no grass/fire type than that waste of a typing which will probably mean we won't get it for at least another generation unless GF decides to throw both of those types a bone by giving that type combination something that's both cool and powerful, instead of some ugly and lame SFMA 6 generations after there was an excuse to make them

Water type is the most common type, it has 159 Pokemon, Ice has 58. We need to have as many aquatic non water types as possible.

Why should a Pokemon that lives in the sea 99% of the time, based on an animal that needs to live in the sea to survive, whose primary egg group is the water group and is only encountered in the water be a water type? There are many mons that can be encountered in various locations not matching their type usually because they have reason for being there (e.g. feeds into their biology) or because their dual-typing doesnt allow room for extra relevant typing for that area yet its obviously part of their biology. Grappleoct is a fighting monotype in the sea where little to no martial arts style fighting happens (it has to go to land to find opponents) so it's a mystery how it developed this affinity and why it lost its water typing considering it lives there all the time (if it started living on land most of the time then it would make more sense).

The vast majority of Pokemon are filler Pokemon.
They get programmed into the game, maybe even get a cool but gimmicky signature move or ability, and are intentionally gimped so they don’t take a centimeter of spotlight from shillmons.
