I wouldn't count the Charmander line as being based on an aquatic animal just because one of its members has Mander in its name. Salamander is also just an archaic way to refer to dragons, its part of were we get the term gerrymandering from. Charmander is categorized as the Lizard pokemon, and its Japanese name (Hitokage) contains the word for lizard as its most prominment part.
