It's not depicted as a living sun at all, it's a sort of "sun god" because it spreads its flaming feathers to heat up cold places much like the sun would with its natural heat.

Outside of legendaries, pokemon on the weaker side get abilities like Drought and Drizzle because of how powerful they are. Volcarona is already quite powerful.
