From an actual game design standpoint they are both basically the same, however from a writing standpoint Snorlax is much better.
With Sudowoodo the way to get past it is to simply go around it and get an item right next to it that lets you fight it, while with Snorlax it feels much more like an incidental chain of events that you have to piece together.

Sudowoodo is awful, because there's only one of it despite it not being a legendary, unlike Snorlax or Kecleon. I remember killing it and saving afterwards as a kid because I presumed you could catch another one later on.

Both are quite similar, but I feel like Snorlax was slightly better. Fight and capturing it is basically both ending and the reward for a pretty sizeable quest that starts the first time you visit Lavender. The key item needed for it has also fuctions outside of it, as it can be used to wake-up your sleeping Pokemon in battle.

Yes, and it's you. There are two Snorlaxes, and invisible Kecleons all over the next route or two after Fortree. If you played gen 1, then went into gen 2 blind as a kid without reading a guide, you would naturally assume that there'll be another Sudowoodo somewhere since it's clearly the equivalent of Snorlax, and not go into the fight with it with the same intent to catch as when you're facing a legendary.

Because gen 1 taught you that you had more than one chance to catch Snorlax since it wasn't a full-on legendary, you would be primed to assume there was a back-up Sudowoodo in gen 2 as well and not bother reloading your save if you were out of balls or killed it, especially if you hadn't saved after beating Whitney shortly before. In general, there are a lot of cases of gen 2 scaling things back compared to gen 1 and later gens and leaving players who had been taught to expect certain things high and dry, like the trusty TM13 and TM24 being turned into random shit moves, and the elemental stones being randomly relegated to one per game in the post-game instead of sold at the department store.

Snorlax definitely. The pokeflute is cooler than a watering can. Plus, it has a neat backstory of them coming down from the mountains. They’re also a lot more in your face. You see a snorlax in the road and that’s it. You’re not getting through. Plus, you feel like you need to prepare for snorlax. Especially if you’re trying to catch them. Big hp + body slam + rest + low catch rate makes them annoying captures, which adds to the roadblock feeling.
Sudowoodo was just kind of there pretending to be a tree. Battle and catching it is also not exciting. Oh no, it has rock throw!

In Gen 1 both Snorlaxes block your path at the same point in the game.
In Gen 2 there's clearly only one Sudowoodo barring progression.
Why would they even have a second one if you needed to make it past the first to see it? You'd already have the watering can and there'd be no point.

This one is shit cause it completely misses what makes Snorlax and Sudowoodo compelling, they're at crucial crossroads that make traversal of the map way easier once the barricade is cleared and, more importantly, they force you to go around them through other routes and see new content.
The Psyduck are just there to block that one route so it just amounts to a bit of backtracking once you get the item.
Which is frankly retarded because you go to Celestic Town either right before or right after you get Surf, so why not just block it with a pond? Would have seemed less contrived.

Sudowoodo is a more fun design for an obstacle, with the whole mimic element and its intentionally misleading design.
Snorlax is the better reward though, granted getting a Snorlax tier mon before even reaching the forth gym might have been a bit much.

Same reason as there being more Kecleon past the first one: It's not important enough to justify there only being one per game, since it's not a legendary or giftmon. They could easily have done the same thing as with Shuckle where you can catch another one in the wild if you give back the one you borrow from the Cianwood guy before it's friendly enough to NTR him for you.

snorlax, definitely. sudowoodo is genuinely terrible as a roadblock because it's narratively incoherent. how is a tiny tree in the road supposed to block anyone on foot?
sudowoodo is a short little dude and only weighs 83 pounds, you could kick it and it would fall over. or, you know, just step around it. but snorlax is huge and weighs 1000 pounds, it being able to block off a narrow path actually makes logical sense.
